The Bush administration sometimes fails to follow all provisions of laws after President Bush attaches "signing statements" meant to interpret or restrict the legislation, congressional examiners say.

Signing statements, in which the president appends bills he is signing into law with statements reserving the right to revise, interpret or disregard provisions on national security and constitutional grounds, have become a major sticking point in the power struggle between Congress and the White House.

Lawmakers who asked the Government Accountability Office to conduct the study said it was further proof that the Bush White House oversteps constitutional bounds in ignoring the will of Congress.
WHAT UNBELIEVABLE BULLSH!T!

Congress sends him LEGAL legislation for him to sign.
If any "modifications" occur within congress, these "modifications" need to be approved BY congress before it can be sent to the president.

And then, the president just adds his OWN "statements", WITHOUT approval from Congress, and pretends it's legal???

Elsewhere in the article, there is a statement regarding how Bush wants to be able to raise "constitutional" concerns with the legislation.
If he wants to do that, he has options!
1) Reject it. Send it back and request that it be returned to him as he thinks is "constitutional".
2) Raise the issue with SCOTUS. It's THEIR job to interpret the constitution.

Him deciding the "constitutionality" is akin to the San Fran mayor deciding to just start handing out gay marriages. They can RAISE the issue in the courts, but it is NOT THEIR JOB to decide and rewrite the law books.
