Really, does the perpetrator/racist know what they are doing when they attack anyone that is gay, or of ethnic origin? The African-Americans were attacked in the 1900's because of their color in the deep south.

The gays in San Diego were attacked because three people looked at them, and thought they were gay. So they were attacked with a baseball bat. One of them expressed remorse over the incident. And the same kind of attacks happened on the east coast.

But wouldn't you get prison time for killing anyone, "hate crime" or not?

The extra time isn't gonna keep people from killing. That's proven every day.
