Where's bin Laden........
For your future reference, here's what Bush has said about bin Laden at various points in time, depending on how he was trying to spin things:

We could have taken him down in the 90's but Clinton didn't to. I believe he had 9 chances to take him down, and he ignored every one of them.

In the early morning hours of August 2nd, following negotiations and promises by Iraq's dictator Saddam Hussein not to use force, a powerful Iraqi army invaded its trusting and much weaker neighbor, Kuwait.
