While the stats may vary from year to year, I believe your underlying point is substantially correct.
If the drugs we most strictly regulate were determined by each drug's own intrinsic detrimental pharmacology, then beverage alcohol (ethanol), and tobacco would be among the most highly restricted drugs in the country.

The US uses the war on drugs as an excuse for military intervention in other countries. They brainwash Americans, tell them we need to stop drug use in America and make up a bunch of BS like if you buy marijuana you are supporting terrorism.

I think most of the pot on the market now is grown in the USA. I even think it is the #1 cash crop too.

Heroin is a powerful pain-killer and could be used to control extreme chronic pain or the pain of severe diseases, such as cancer. The medical literature shows that heroin is significantly less hazardous than most of the drugs which are given in its place.
