If I had to make a guess, I'd say that it was probably a mass jellyfish migration. When I was in that particular area of the world, I did notice an extraordinarily large number of the blue photoluminescent jellyfish in the water. Anyone who has spent time at sea know's the ones I'm talking about. They light up when disturbed or to attract mates.

I can't think of anything else that would light up 250 km of water and not make the news.

I had not considered the Jelly fish. I have seen them before, but it would take a massive amount of them to cover that area and be visible from space don't you think?

No time stamp on the photo, could be a short time lapse, which would have allowed more exposure time for all the jellyfish which would cause the area to appear in the photo brighter than they would appear if you were just looking down on it.
