Yeah, he certainly was the deist. To label him as diligently religious would definitely be a mischaracterization, but he certainly wasn't a skeptic either (after all he was friends with the then famous evangelist speaker George Whitefield). The only thing he was primarily skeptical about is how to be 'a good Christian' and how to best emulate Christlike qualities. He mostly deviated from the New Englander line of thought that the best way to do that is to pray, worship, and take place in organized religion; and instead thought the best way was to attempt to help other people by contributing to society. In these respects, Christianity/deism may have been his faith but politics was his religion, and natural philosophy was his charity.

That's how I interpreted him anyway.
