In reality, Cheney is a government unto himself. In the past he has used executive privilege to resist attempts to subpoena documents from his office.

In this case he states that because the constitution makes his office both an executive and a legislative branch that he is beholden to neither.

Nothing will matter though, once he is out of office and back in the offices of Halliburton in Qatar - a country which has no extradition agreement with the USA. There, he will be amongst millions more that have a greater dislike of him than we do.

I like one idea I heard, just pull the plug on money going to his office. Dont write him his paycheck if he thinks he is above the law.
