EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.
EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.
EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.

National Security Act of 1947 allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities.
1950 Defense Production Act gives the President sweeping powers over all aspects of the economy.
Act of August 29, 1916 authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency.
International Emergency Economic Powers Act enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.

These directives were established to provide continuing of government during a national disaster. At the time of their inception the fear was a Nuclear War. Can we say Cuban Missile Crisis boys and girls!!!!!

A lot of the conspiracy theory conjecturing going on belittles a potentially valid point of discussion. To what capacity should the government be authorized in a time of crisis? Past Presidents have passed legislation and directives that makes Bush jr. look like a lightweight. Lincoln during the Civil War was virtually a dictator. Try protesting the war effort during WWI or WWII and see what happens to you. Even George Washington himself used brute military force to quell the whiskey rebellion. Could you imagine the uproar if George Bush personally commanded a battalion of Marines to go out and round up tax protesters??

I'm undecided on this debate, but I do know that during non-emergency states the executive (even as authorized under the Constitution) has too much power. I wouldn't mind a new Constitutional convention, but I doubt that is really possible with the glorification of this document. People need to begin to realize that the Constitution isn't infallible, but is actually outdated.

But isn't that the beauty of our Constitution???? The fact that we have the ability to change it when it is so needed. It is the Amendment process that makes our Constitution a living document.

But for once I will agree with you Katc, what other President's have done with the directive does make Bush look like a lightweight, but they were granted this power by a Congress who shirked the responsibility.

Washington sent troops against tax evaders, Lincoln suspended habeaus corpus, and Jackson failed to enforce the laws. That is just a short list, I am sure that if we really wanted to we could do a more exhaust list, including FDR who imprisoned American Citizens without trial, or LBJ and the Tonkin Bay.....talking about misleading a country into war????

You're missing a lot here !

First, you have to realize the "WE" will not be changing anything !
People like Bush, Clinton, Cheney, Pelosi, Karl Rove... will be the ones doing the
"Changing" so things will not get any better. Because the "Changers" are the reasons we
need "Change" and they are not going to make changes in our best interest!
The last 2,3 or 4 Decades should be proof ample of that !

that they are too incompetent or they do not want to do a good job at Governing the USA !
Giving excuses why they can't is not justification for them to stay in power. If they
can't get the job done they should not be in power !

I know that most of you are tied to one party over the other (You detest one more than
the other), but when do you say enough is enough ???????
