If he ORDERED the soldier to act SPECIFICALLY in that manner when they were in that SPECIFIC situation, then yes he would be responsible.
If not, saying "he's responsible" is incomplete. He is not LEGALLY responsible for those actions unless he issued a LAWFUL order for them to behave like that.

Actually under US law (not sure about Israeli obviously), if the President (or any military or Pentagon high-ranking official) becomes aware of something illegal or becomes aware of tactics being used that are internationally illegal by lower-ranking officials and troops, and if the high ranking official does not do everything in their power to stop it, then they can be held fully responsible. We see this in our administration: I mean they openly condone torture, and the targeting of civilian buildings. But I'm not sure about Israeli law.

Why would we target civilian buildings? What would be the purpose? We do know the enemy targets anyone and anything. We do know the enemy kills civilians on purpose. Why would the USA TARGET civilian buildings Katzitski?
