strike one of the most controversial provisions of the program -- a requirement that one-third of funds spent on disease prevention abroad go to abstinence education programs.
ONE THIRD?

I knew it was a lot - but ONE THIRD???

Jeesh, we HAVE to get these GOP MORONS out of office NOW

But can the democrats be any better starting in 2009, assuming that may place one of theirs in the Oval Office? Starve a cold, feed a fever, I always hear.

BTW, how many potential candidates of both parties are making a run for the Oval Office seat? There must be 18 of them.

Tell me, if you are not a drug user, nor a hemophiliac that requires blood transfusions, what is the most effective way of not getting HIV/AIDS???? Well, why would we not spend 1/3 of our money on the only 100% effective method of not getting HIV/AIDs through sexual transmission.

Oh that is right, abstinence must be Christian, and God forbid we allow religion to form our policies.

Conservatism, I repeat is not an ideology. It does not breed fanatics....But if you want men who seek, reasonably and prudently, to reconcile the best in wisdom of our ancestors with the change which is essential to a vigorous civil social existence, then you will do well to turn to conservative principles

what are you ranting about?
the only person who brought up religion is YOU
we have spent BILLIONS of dollars trying to tell young people not to have sex
every year we have MORE AIDS cases, not fewer
is that money being well spent in YOUR opinion?

The best way to avoid "catching" a blood borne disease like this is to avoid having sex and doing IV drugs. Considering there is still risk with condoms and other barriers, I would be drilling the abstinence as well. That is a 99.9% guarantee you won't catch HIV. Why lie as if "safe sex" is the best method.
You'll never have 100% success rate because there are always dumases that won't follow advice. You've been warned.

And we have spend billions of dollars on teaching them how to put on a condom, or to have oral sex, or fisting. Is that money any more wisely spent?????? Not to mention the billions of dollars on reading, writing, arithmetic and science, and yet year in and year out our students do worse and worse on tests. Obviously no money we spend on education is being well spent. Hey since your so quick to scrap this, why not scrap it all. Save that money and pay down the debt.

highway80west, can the Democrats do any worse? So far the GOP has used gridlock and obstruction, not in the interests of America, but in the interests of party. That stinks.

sgtdmski, I worked in HIV/AIDS prevention during the nineties and early 2000. Abstinence only works if nobody is having sex. I used to counsel safer sex and not safe sex. Sex has never been totally safe. Now it has more risk.

Religion may guide some of us but as an American I will die fighting anyone religion forming policies I will have to live with.

God vs Science,,,,my avatar. If I had kids in their teens I would hope they had more science than faith when they decided to take on the risks of sex.

God will NOT protect them. Science will.

fxashun, whatever world you live it it is unfamiliar to me. Where do you live?

Your position is people will have to pay the price for bad decisions? Teens make poor decisions as well as adults. Why condemn the children to disease and death for doing what their hormones demand?
