Not only Pelosi but a half dozen Democrats were well aware of the program... only one Democrat made a comment and it wasn't sited as negative to the enhanced interrogations methods.
The point was made clear by VP Cheney last week, hey if we wanted to use torture we wouldn't have bothered with getting a legal opinion or notifing the congress that has oversight of the CIA and other Intel agencies. A few days ago Holder was questioned about rendention during the Clinton administration and he was squirming in his seat as he lied to congress in his stumbling answer as to whether or not he was aware the state would torture the person.
Bush and company briefed the congress oversight committee leaders which would indicate they had nothing to hide. Pelosi or any of the members responsible for oversight of the the CIA could have stopped the program at any point. This was made clear by a similar briefing on proposed Iran-Iraq election involvement actions that Pelosi objected to in 04/05? where she did, in fact stop the proposed US actions.
