That was made into a TV movie. It was also a classroom film, too. In that one, the man and his wife had an argument about it, and the man later speaks into the cameras and talks about it. I suppose the subject was not to stand around and do nothing, but to call police.
The public would be afraid of calling the police because the perp and/or his friends would retaliate against the witness.
The case against the stabber of the UConn football player is an example of that. A teen was arrested on charges of making threats against witnesses.
