It could be if they sold it in stores. But it's not hard to grow yourself. They made it legal it'd be growing in my and many others backyards. Gov't can't tax it then.

If you wanted to sell it then the government would make you get a license to sell it just like guns. That way you will be in the system and they can tax you for it then.
