I just don't want to see my tax money going to those who will just party and fail right out of college. Maybe those who keep up good grades can get some type of credit from the goverment??

Contrary to what the movies will tell you, the students who go to college and flunk out due to partying and not being able to make the grade are the minority. The majority drop out because they can not afford it. They could run government funding programs like they do Navy Tuition Assistance. The Navy pays 100% of my college costs, unless I get less than a 70. If I score below a 70, I have to pay the government back for that class.

I made that point in response to RidinHighSpeeds' statement that he did not want to pay for kids to get drunk and fail out of college. If students start to fail, they lose the money, so HighSpeed's concern is not a real problem.
