Im agreeing with Tadpole, it wasnt a presentation he was singing. He had nothing to profit from this, it wasnt infront of a seated crowd or anything. If I choose to walk in that area just strolling along and decide to sing, and I get arrested for it, doesnt that infringe on Freedom of Speech?
To put on a performance with a crowd and profit from it in anyway yes that requires a permit I agree, but to just be walking along singing...do the cops have nothing better to do?

With these kind of Police Priorities is there any wonder that Philly's Murder rate is Sky-Rocketing?

Maybe Philly needs those red capped vigilanties that are roaming around Boston here. With the cops there on Singer Duty they need the extra force then Boston.

Yeah that was them....I dont think they are doing much better here either.

When I was a kid the Guardian Angels were stomping gang-bangers, and cleaning up the streets... Then somehow they turned into Jr. Boyscouts...

They let the spotlight get the better of them I guess
