But being in underwear is not being nude. You are covered by cloth. it doesn't matter if that cloth comes out of a package labeled shorts or underpants. it's cloth and it covers the genitalia. so technically you can't really be considered nude in them.can you honestly always tell the difference between a woman in a bikini and a woman in a bra/underwear? not unless you touch the fabric in some cases, and yet one is allowed in public and the other is not.

If that is the legal letter of the law then I highly disagree with this ban.

Well, I can't say I'd be totally opposed to it. But where I live it wouldn't be all that practical. The air is very dry and it's hot enough in the summer, you would get one hell of a sunburn. And in the winter, you would freeze.

Plus, there's the age-old axiom that those who seem most eager to be seen naked are usually the people nobody really wants to see naked.
