We wouldn't allow someone to walk around in just their boxers and that is basically how this style is worn. The pants are so far down you see all or nearly all of someone's underwear. So I definitely understand the ban.

Aiyeee, I prefer tight fitting pants over baggy ones. In some that I have seen, I can fit my whole body through one leg. Plus, tight fitting pants can be just as revealing.

There is a clear difference between shorts and underwear. Where is my tolerance?? I would prefer to lift all bans on what is appropriate... naked people would be fine with me. But if we are going to keep existing laws about what is expected in public then this ban is just clarifying things a bit further, and I agree with it.
