The school does have some responsibility in making sure that functional citizens that can tolerate each other are produced. There is also a responsibility to make sure that the classroom environment is stable and functional.

If a racist does not want his child to be taught that black and white people are equal should he/she have the right to stop the school from teaching this?

I don't think "neutral" is the word. More like "indifference". You don't want to hit that dog that darts in front of your car, but "most" people won't get out and feel sorry for it when you do.

Also, if I remember correctly, the majority in certain areas also objected when the schools were integrated. They felt that it was wrong and immoral as well.
