I highly doubt there was very much learning going on for anyone. Most teachers participate, its pretty hard to teach without being able to comunicate.

How could these children participate in class discussions if they were observing this ridiculous and contemptuous "day of silence"?

It is downright rude, disrespectful to the teachers and wasteful of time.

If any child had refused to join in class discussions I would have marked them down a grade and possibly called for a meeting with the parents.
