The word "fag" has DUAL meanings in most English dictionaries.
They acknowledge that SOMETIMES it is used as a "cigarette", and when it's used towards gays it's a derogatory slur.

Can you show me the "English-speaking world" dictionary that uses the "cigarette" definition without the gay slur reference also included?

I have no desire to discriminate against them, or to see the government discriminate against them.
