Yes, Saddam terrorized the US. When he supports terrorism and funds terrorism, he terrorizes the US. The war is against terrorism and Saddam was a terrorist. The idea is to kill the enemy and Saddam was an enemy of the US who was not obeying the cease fire he agreed to. You can't put this in a box with your label on it.

Scrool down to February 28, 1991 and you will see there was a cease fire, not a surrender. The war never ended, only suspended.
