Gay marriage IS being decided by the people. Every state who had it on the ballot last election voted it down. Their representatives in congress just voted on it or did you miss that little event also? It happened a couple days ago. The "officials" you refer to are the people's representatives who vote on issues in congress just like they voted on the invasion. I see you never took civics in school.
