One of the main reasons that neither the USA or USSR used "the big one(s)" is because the consequences would have been too severe. Basically, there was no way to win.

Terrorists don't have that restraint. Nothing to lose. Mindless barbarism. And terrorist states - like Iran, Syria, and even North Korea - have nothing to lose. They're savage idiots that have no restraint. There are many small African countries that fall into the same category. The ONLY way that some of these savages will settle down is if they KNOW that the price of their savage behavior is too high, and the consequences too severe.
