When in a militia, invite local police and city leaders to your meetings. Encourage people to vote. Have fun activitys too, for the whole family. Picnics, partys, fishing/hunting trips.

I took the question apart and found that the word "can" made me vote yes. It does not mean that it will or it will not, but it is able.
I have concerns though that I cannot dispel, concerning tools designed to kill and who gets to operate them.
The Why becomes shifting sands of justifying taking lives. It is too hard for me to be comfortable with at all.

Because all of those items have alternative functions.

Even cigarettes carry a warning and are banned in many places.

Guns have only one purpose.

I agree we cannot eliminate risk from every day life but we can try to reduce it
