Well, your post got me looking into static encephalopathy, and the links I found also had "cerebal palsy" in them. I believe the two are synonomous. Best link was eMedicine from WebMD, I think. It has this to say about life expectancy:

In short, they don't know.

I disagree with what these parents have done. Making their daughter small for their own conveinence is just wrong, IMO.

I don't doubt that they love their daughter, and want what is best for her, but I believe this is going a little too far.
