I find this highly unlikely since he repeated his "mistake" after there had already been a big hue & cry about it all over the Internet. After all, I found the correct reference with a ten minute Google search. Why didn't he rather than "mis-speaking" again? Right now America spends $700 billion every year on foreign oil.
