Did you ever read the congressioinal proclamation? It's on the web. Find it and read it for yourself. WMDs is only one reason of many for going to Iraq.

1. Congress doesn't make proclamations.
2. The President is in charge of treaties and meeting with foreign leaders.
3. America supports Israel explicitly. We have a brisk trade with them, and we also give them hella funding, not to mention the fact we helped create Israel in the first place.

I believe he's talking about an actual binding contract. An actual alliance that binds the contracting parties together to help each other out militarily under international law...not just a friendship.
