CAIRO — Al Qaeda is preparing for attacks in the United States but the terror group is offering a conditional truce to help rebuild Iraq and Afghanistan, Usama bin Laden said in excerpts of an audiotape aired Thursday on Al-Jazeera.

U.S. intelligence officials believe the tape was made in December. One counterintelligence official said that based on this tape alone, there are no plans at this time to raise the terrorist threat level for the United States.
If this tape was indeed made in December, maybe Usama wants to offer a truce considering all the top members of the Al-Qaeda network we have killed. I believe we killed a couple top members in early December, which would make sense for Usama Bin Laden to speak out for a truce a couple of days later.

Cheney was asked today if he would consider a truce, i'm glad that his reply was to that question was, "We do not negotiate with terrorists"

I think Usama Bin Laden wants a truce because Al-Qaeda is getting weaker by the day, and he needs some time to build up his army and plan another attack against he US.

Its probably another bull-shit tape. The December 2001 Osama bin Laden 9/11 confession tape was obviously faked. Any moron can tell the difference between the real Osama in previous tapes and their sad excuse for an Osama double in the 2001 tape. It was obviously a fake, but its the question of who made it that has everyone woundering. I don't want to jump to conclusions so I'll leave that up to everyone's imagination.

And this tape is audio, further discrediting its authenticity. There's really no way to find out if it really is Osama bin Laden. But I highly doubt Osama would have a "cease-fire" in a jihad. That's just retarded. Sounds very fake to me. The chances of it being a fake made by the military or the government sounds much more likely. Its probably just an attempt to lessen the numbers of Jihadists if their 'leader' Osama calls for a cease-fire. Its probably futile, but it would be worth a try. Whether or not Osama or the US Military made it, it doesn't matter anyway; only a very small percentage of the insurgents in Iraq and Afghanistan would be under the command of the al-Qaeda leadership. Over 90% of it are Iraqis fighting the occupation, and most of the rest are just radicals crossing the border to take part in the Jihad. So an al-Qaeda "ceasefire" really wouldn't do anything. Its really laughable, if the government takes this seriously. If its Osama then he's probably just testing the administration's stupidity, and to see if they really think all insurgents are "terrorists" and under the command of the al-Qaeda leadership. If he succedes, then Bush would call a ceasefire on his account, and "to his surprise" the insurgency will keep fighting against the US troops.

But this is mostly speculation right now. We'll just have to wait and see what unfolds.
